The Office of the United Nations High Commissioner for Human Rights (OHCHR) has expressed grave concern over the mass detention of individuals during recent demonstrations in New Delhi. The UN agency urged Indian authorities to immediately and unconditionally release those who have been arbitrarily detained and to safeguard the fundamental right to peaceful assembly.
The protests in the Indian capital, led largely by youth groups, called for the resignation of India’s Chief Election Commissioner and demanded sweeping electoral reforms. Demonstrators have criticized the national voter registration revision process, which reportedly led to the removal of tens of millions of names to eliminate duplicates and discrepancies. Political opposition parties allege the process was designed to benefit the ruling Bharatiya Janata Party (BJP).
According to reports, police denied permission for the protest at the designated venue in New Delhi on Saturday. Authorities deployed strict security measures and closed key roads across the area. Mass detentions were carried out prior to and during the rally, affecting protest leaders, civil society activists, lawyers, and journalists.
In a formal statement, UN Human Rights Office spokesperson Thameen Al-Kheetan emphasized that the right to peaceful assembly must be fully respected and protected. He stated that any restrictions imposed on demonstrations must strictly comply with international standards of necessity and proportionality.
Al-Kheetan further urged law enforcement agencies to exercise maximum restraint, aligning their actions with India’s democratic traditions and human rights obligations. He called on authorities to unconditionally free all individuals held arbitrarily and urged the government to engage in meaningful dialogue to address public grievances.
Hours after the UN statement was issued, India’s Permanent Mission to the UN in Geneva issued a firm rebuttal. The mission stated that India is the world’s largest democracy where the right to peaceful assembly is legally protected.
The Indian mission maintained that citizens exercise this right subject to reasonable restrictions to preserve public order, similar to practices in other democratic nations. It emphasized that authorities act strictly according to law and noted that judicial remedies remain open to anyone seeking redress.
Rejecting the global body’s statement, the Indian diplomatic mission characterized the OHCHR’s concerns as unfounded, describing the commentary as an unwarranted interference in India’s internal affairs.
